Description:About the RoleThis job is CONTINGENT upon contract award, client approval, completion of a favorable background investigation, and the ability to obtain and maintain a Public Trust / High Risk clearance.Position SummaryThe Reviewing Medical Officer (RMO) is responsible for reviewing medical examinations and consultation requests, and is responsible for ensuring quality control (consistency, accuracy, required detail, etc.) of medical ratings and consultations in relation to but not limited to; pre-employment applicant medical evaluations, employee/incumbent periodic medical examinations and immunizations, return to duty determinations, independent medical examinations, and fitness for duty for those positions with medical standards and physical requirements. Reviewing Medical Officer (RMO) will review and form an opinion of the actual examination findings of the various medical examinations and consultations performed by physicians and/or healthcare practitioners.Core Responsibilities The RMO shall serve as the Contractor's lead reviewing physician and shall be the liaison between the Contractor and US Marshals Service Program Offices, US Marshals Service Office of Health Administration (OHA) and US Marshals Service Chief Medical Officer (CMO). Provide feedback to laboratory and collection site representatives regarding performance problems, as needed. Receiving and reviewing the medical report from the Contractor's general and specialist examining physicians and providing an opinion regarding the employee's current medical qualification for the specific position (including a description of current health status, stability of condition, use of medication that may affect safe and effective job performance, and the rationale for the opinion). Determining whether the employee is " Fit" or "Not Fit" to perform the essential functions of the specific position identified. This determination shall be supported solely by the objective criteria within the employee's Position Description and standards supplied by the USMS regarding medical and physical requirements. Review of documentation concerning general medical issues and questions concerning medical standards and physical requirements of USMS positions. With applicant and/or employee/incumbent medical examinations, the RMO may be asked to review any or up to all examinations depending on availability of the USMS CMO. In all instances, the Contractor will provide all examination components. Review of medical cases to prepare for legal proceedings to advise USMS Office of the General Counsel (OGC) if applicable. Return to Work: Physician reviews of medical documentation and physician issuance of a written, comprehensive opinion as to whether an employee can safely and efficiently resume the full range of duties of his/her position. Determining qualifications for the designation " Qualified Individual with a disability" under the Americans with Disabilities Act as amended: Occasional physician reviews of medical documentation and physician issuance of a written, comprehensive opinion as to whether the employee meets criteria for this designation. Reasonable Accommodation requests: Occasional physician reviews of medical documentation and physician issuance of a written, comprehensive opinion as to whether accommodation is appropriate and justified under current statutes. Family and Medical Leave Act (FMLA) requests: Occasional physician reviews and physician issuance of a written, comprehensive opinion as to whether the provided information meets the medical criteria for leave under FMLA. Employees with time and attendance issues: Occasional physician reviews and physician issuance of an opinion as to what course of action should be taken in cases of employee time/attendance problems. Consultations with USMS Office of the General Counsel (OGC) on any medically related issue that affects Tort claims from private citizens. Consultations by telephone and email with attorneys from USMS OGC. The COR will authorize a block of time for services and the Contractor shall document services rendered in tenths of an hour. Exercise physician experience, MRO expertise, and clinical judgment in decision making regarding final drug test results. The RMO shall review all examinations, diagnostic finding, and laboratory results and provide the determination to the COR Provide subject matter expertise in executing MRO Services through Valor Healthcare for the USMS. Work closely with MRO staff to uphold and preserve the integrity of the medical review process. Exercise physician experience, MRO expertise and clinical judgment in decision making regarding final drug test results. Maintain required MRO records and ensure audit readiness. Metropolitan area. Remote work for this position is not available.Travel:No international travel is required. • Doctor of Medicine (MD) or Osteopathy (DO)
• Current, active, and unrestricted license to practice medicine in a state, territory or commonwealth of the U.S. or the District of Columbia.
• Shall hold current board-certification in Occupational Medicine, Internal Medicine, or three (3) years of experience providing medical suitability determinations for law enforcement candidates and incumbents.
• Minimum of five (5) years of experience reviewing and determining medical qualifications based on occupation standards in the occupational medicine field for pre-employment and incumbents personnel;
• Minimum of three (3) years providing medical suitability determinations to law enforcement entities with medical standards and physician requirements.
• Evidence of extensive knowledge of the various USMS positions' medical guidelines / standards, physical requirements, critical tasks, as well as the positions' environmental hazards and stressors.
• Excellent written and verbal communication skills required
• Excellent computer skills

• Advanced ability to understand and interpret USMS medical examination regulations/guidelines
