Purpose of Position:

Under general supervision of an operational director, directs, administers and coordinates the systematic review and evaluation of operational activities of health care setting programs across the System to ensure optimal utilization of human and material resources. Prepares recommendations and plans for effective utilization, implementation and coordination of operating and support staff activities and the System's strategic goals and objectives.

Examples of Typical Tasks:

1. Assumes 24-hour nursing responsibilities for all elements of patient care and staffing.

2. Ensure that patient care assignments are based on staff competence.

3. Supervises performance of all personnel in assigned areas.

4. Responds to patient and/or family complaints, provides resolution and submits written reports in a timely manner.

5. Develops, interprets and ensure compliance with clinical polices and procedures.

6. Plans, develops and designs appropriate mechanisms for organizational program review and evaluation of operating activities and resource utilization.

7. Directs evaluation studies and program audits by monitoring operating activities through on-site visits, data analysis and reporting and communicating with local health care setting and Central Office staff.

Minimum Qualifications:

1. Licensed and currently registered to practice as a Professional Nurse in New York State, plus (2) or (3) below.

2. A Masters Degree in Nursing Administration, Education or an equivalent field and a minimum of six years of satisfactory nursing experience, of which four years shall have been in a supervisory, teaching or administrative capacity; or,

3. A Baccalaureate Degree in Nursing and seven years of satisfactory nursing experience, five years of which shall have been in a supervisory or teaching capacity; or,

4. A satisfactory equivalent combination of education and experience. However, all candidates must be licensed and currently registered to practice as a Professional Nurse in New York State.
