The National Institute of Allergy and Infectious Diseases (NIAID)—one of the largest institutes of the National Institutes of Health (NIH)—is seeking an exceptional and motivated candidate to serve as a health scientist (bioinformatics) within the Office for Policy in Clinical Research Operations (OPCRO), Division of AIDS (DAIDS). DAIDS supports a global research portfolio to advance biological knowledge of HIV/AIDS and its related co-infections and comorbidities DAIDS develops and supports the infrastructure and biomedical research needed to halt the spread of HIV through the development of an effective vaccine and biomedical prevention strategies that are safe and desirable; develops novel approaches for the treatment and cure of HIV infection; and treats and/or prevents HIV co-infections and comorbidities of greatest significance. Within DAIDS, OPCRO has primary responsibility for providing division-wide clinical research oversight and coordination of the extensive support resources required for the sound conduct of an extensive global clinical trials program. OPCRO supports, facilitates, and advises on the appropriate conduct of clinical studies to maintain compliance with applicable regulations and guidelines and to ensure protection of the rights, safety, and well-being of human research subjects, the credibility of study data, and—when applicable—meeting Food and Drug Administration (FDA) requirements for drug/vaccine approval/licensure. 

OPCRO is seeking a candidate to serve as senior health scientist and project manager, who will be responsible for providing scientific and technical leadership and guidance related to the planning, development, and implementation of bioinformatics and data science/management solutions and advanced technologies for DAIDS. The selected candidate will serve as an authoritative senior project manager, consultant, and advisor to management, scientific, and program staff regarding bioinformatics, data science/management, technology solutions, and advanced technologies for accomplishing critical extramural research programs. The health scientist will be responsible for the overall programmatic responsibility for bioinformatics and data science/management as well as advanced technology efforts throughout the division, providing input for the strategic and tactical planning, development, and adaptation of new omics, related technologies, and similar activities. The work is intended to advance the state of DAIDS’ oversight of research-related bioinformatics, data science/management, and advanced technologies used to support DAIDS and NIAID. The incumbent will also be responsible for tracking new regulatory and international guidance developments related to advanced electronic information systems.

Qualifications

Required

• U.S. citizenship
• Bachelor's degree or graduate/higher level degree with major academic study related to the medical field, health sciences, or allied sciences appropriate to the work of this position
• Experience with developing and implementing changes to improve the advancement of bioinformatics, data science solutions, and advanced technologies for the organization

Preferred

• Working knowledge of good clinical practices (GCP) and human subject protection (HSP) guidelines, as well as regulatory requirements relating to clinical development and compliance with safety, ethical, legal and regulatory standard
• Current understanding of the regulations as they relate to clinical trial data management systems and activities along with a current understanding of Good Clinical Data Management Practices (GCDMP)
