Responsibilities

Serves as the Chief of the Department of Public Health, of USA Medical Department Activity-Alaska (MEDDAC-AK), responsible for the supervision and direction of services to include Army Public Health Nursing (APHN), Army Hearing Program, Environmental Health, Industrial Hygiene, Occupational Health, and the Army Wellness Center. Patient care and employee management duties involve the full range of requirements established by appropriate Federal, Department of Defense (DoD), and Army regulations. Care and services are performed with considerable freedom from technical supervision.

MAJOR DUTIES:

1. Oversees the planning, resourcing, coordination and execution of the Department of Public Health prevention programs and strategies to include Army Public Health Nursing (APHN), Army Hearing Program, Environmental Health, Industrial Hygiene, Occupational Health, the Army Wellness Center, and MEDDAC-AK's Public Health Accreditation. Supervises health care delivery personnel assigned to the Department of Public Health; including allied health professionals, military officers, enlisted medical specialists, and Department of Army Civilian (DAC) administrative staff assigned to the service, as well as oversight of contracted staff. Plans work to be accomplished by subordinates, sets and adjusts goals and work priorities to meet mission objectives, prepares schedules, establishes service priorities, and provides technical/productivity reports when assigned. Assigns work based on priorities, selective consideration of difficulty, case requirements, and capabilities of subordinate staff. Develops performance standards; evaluates performance of assigned personnel, providing advice, counsel, or instruction to individuals on both work performance and administrative matters. Interviews candidates for positions in the unit; recommends appointment, promotion, or reassignment to such positions. Hears and resolves complaints from employees. Takes disciplinary measures, as necessary. Identifies developmental and training needs of staff. Finds ways to improve production or increase the quality of work directed. Participates in the development of the employee performance objectives and evaluates employee performance and provides feedback to employee.

2. Works with large population groups (active duty, Department of Army (DA) and other civilian employees, and other medical treatment facility (MTF) beneficiaries) as well as with individual patients to promote health and understand the risks of disease, injury, disability and death; seeking to modify and eliminate these risks. Employs the use of biostatistics and the application of bio statistical principles and methodology, epidemiology and its application to population-based medicine and research, health services management and administration including: developing, assessing, and assuring health policies. Plans, implements, directs, budgets and evaluates population health and disease management programs. Performs epidemiological investigations of acute and chronic diseases. Uses legislative and regulatory processes to enhance health and control environmental factors that may adversely affect health. Activities include measures to promote health and prevent the occurrence, progression and disabling effects of disease and injury as well as the assessment of social, cultural and behavioral influences on health. Coordinates/integrates Army Public Health Nursing, health promotion, environmental health, disease surveillance and other public health and occupational health activities across the installation. Provides information about potential health hazards and possible interventions to MTF staff, beneficiaries, installation commanders/supervisors/leaders and/or local, state, and federal health authorities as needed.

3. As the Installation Public Health Emergency Officer (PHEO), coordinates with local, state, and federal resources for drills and activities related to the Chemical, Biological, Radiological, Nuclear, and high yield Explosives (CBRNE), Toxic Industrial Contamination (TIC)/Toxic Industrial Material (TIM), pandemic or emerging infectious diseases, immunization programs, readiness issues and medical communications. Provides expert medical advice to the Ft. Wainwright Command Action Team (CAT) team directly or through Emergency Operations Center (EOC) participation/communication related to specific public health emergency/CBRNE events or planning. Works with Ft. Wainwright Emergency Manager to coordinate overall Ft. Wainwright activities as they relate to preparing and responding to public health emergencies. Serves as the Physical Health Working Group (PHWG) Co-Chair in support of the Commander's Ready and Resilient Council (CR2C) assisting the Chairperson in responsibilities of promoting healthy lifestyles throughout the Ft. Wainwright and USARAK community as outlined in the PHWG and CR2C Charter. Serves on other committees as required by position and community requirement. Acts as the Preventive Medicine Physician for the installation, and provides clinical oversight for developing and implementing the programs, and ensuring occupational health regulations are fully implemented. Evaluates deficiencies and recommends courses of action. Performs physical examinations for pre-employment placement, periodic, episodic and termination examinations as needed. Conducts fitness for duty, return to work and request for accommodations examinations. Complies with the policies and procedures of Workers Compensation, Occupational Safety and Health Act (OSHA) work related injury or illness claims, Americans with Disability Act (ADA), Family Medical Leave Act (FMLA), experience in care and management of Federal Employee Compensation Act (FECA) Claims, and personnel regulations relevant to an Occupational Health Clinic. Performs civilian pre-deployment physicals, redeployment, and post deployment assessments, utilizing knowledge of deployment health issues. Conducts annual and periodic physical examinations on firefighters, police officers and security guards; and documents appropriate electronic medical record. Utilizes current office suite database, presentation, and word processing programs; and medical readiness software, laboratory and radiology ordering software; and assesses the level of restrictions for civilians or profiles of active duty personnel.

4. Conducts work site hazard evaluations to determine ability of workers to perform essential duties, return to work, and appropriateness of requests for accommodation, safety and regulatory compliance of work sites. Approx. 10%

5. Provides routine full spectrum preventive services, acute and chronic medical care for problems within the scope of the Public Health and Occupational Medicine practices as feasible based on the capabilities of the Clinics. Provides care in the outpatient setting on both a walk-in and scheduled basis; and advice, and referral coordination via telephone and e-mail as appropriate. Performs military specific medical tasks, including (but not limited to) occupational health exams, periodic physical exams, temporary and permanent profiles, and fitness-for-duty evaluations.

Board Certified/Eligible

Doctor of Medicine or Doctor of Osteopathy from a school in the United States or Canada approved by a recognized accrediting body in the year of the applicants graduation. A Doctor of Medicine or equivalent degree from a foreign medical school that provided education and medical knowledge substantially equivalent to accredited schools in the United States may be demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (ECFMG) (or a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country).

Candidates must have a permanent, full, and unrestricted license to practice medicine in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
